The box is blue, slightly darker up at the top, with the same image of Robert Duvall on the two long sides. The top and the two short sides have no artwork. The Signal Art Program was implemented in 2007 to enhance the City’s Art in Public Spaces Program. The program works with local artists to design original artwork for traffic signal boxes located throughout the City and serves as an outdoor "gallery" with rotating exhibits that change approximately every three years. The North Richland Hills Signal Art Program was featured on CBS 11 News in June 2014 and has attracted national attention.
The most recent exhibit, entitled “Hollywood Film Cowboys”, was installed in the Fall of 2013 on 10 signal boxes. The theme of classic film cowboys allows residents and visitors to discover western icons of the past as they make their way through the city. The colorful images include variations on the Hollywood portrayal of the hero cowboy from John Wayne to Clint Eastwood, Paul Newman and Yul Brynner.
