Wikipedia has a nice table showing the 27 locks and their location along the Neckar River. Heidelberg must have been one of the locks completed by 1935.
After the construction of 11 locks in 1935, ships up to 1500 tons could travel to Heilbronn.
By 1968 the last of 27 locks, at Deizisau, was completed, making the Neckar navigable for cargo ships about 200 kilometres (120 mi) upstream from Mannheim to the river port of Plochingen. Other important ports include Stuttgart and Heilbronn.
