In the Star Trek Universe, the Starfleet Communications headquarters is of course situated in San Francisco, Earth. In real life, a picture of the facade of the Bank of China Tower in Hong Kong, similar to the gallery picture, was taken and modified to represent it. Well, in a world with beaming technology, Hong Kong and San Francisco, that's probably just around the corner.
