The fountain is a monument to Nicolas-Jean Rouppe, the first burgomaster of Brussels after the Belgian independence in 1830. The basin/plinth was designed by Joseph Poelaert, a Belgian architect. Charles-Auguste Fraikin was the sculptor of the female figure that represents the City of Brussels and is capped with a small model of the Cathedral of Saint Michel-et-Gudule.
