This is a wall plaque with the date 12th February 1979 and it marks the flood level. In one of the pictures the river can be seen running way lower. It is the Tagus river, the same that widens up and has its delta in Lisbon.
The plaque is on the wall of some steps leading to a restaurant. Definitely the management is not looking forward to a flood as in 1979.
