The memorial is a countywide collaboration coordinated by the Urbana Rotary Club. This plaque is located at the walkway entrance to the memorial.

The focal point of the memorial, the steel beam, stands straight up at the center of a circular concrete base. It is handicap-accessible by way of a walkway that allows visitors to get a close-up view and touch the beam if they wish.
The memorial was designed by local artist Mike Major, he describes it's five elements as, first four cornerstones that mark the four corners of a 208' footprint of one tower, second the earth mounds, that represent the impact of the fall and how it still impacts us today, third the circle under the beam as the circle of life and how it embraces the beam, fourth the stars as the towers, inspired by the flag, fifth the beam, it is twisted by tragedy but it stands tall with America.
