The torso of a man is found in the canal. At first his identity is unknown, but, by a process of elimination Lewis deduces that the body is that of Nicholas Balarat, an economist and adviser to the government and a fellow of Beaumont College. When the Master of Beaumont College, Sir Alexander Reece, invites Morse for lunch, Morse smells a rat.

Sir Alex Reece wants Morse to investigate the disappearance of his deputy, David Kerridge. Morse goes to London and manages to get into his flat. In the flat he finds tissue, which turns out to belong to Balarat. Obviously Ballarat was dissected in Kerridge’s flat.

Morse starts to investigate the relationship between Balarat, Reece and Kerridge, and another fellow of the College, Arthur Drysdale. Drysdale is easily ruled out as he has cancer of the brain and is now living in Rome. It soon becomes clear that there is a lot of campus politics involved. Reece had pipped Kerridge to being Master, whilst Kerridge and Drysdale fell out years ago over another appointment. Balarat ran off with Drysdale’s wife and Reece has lost a key government appointment and peerage after Balarat blackballed him to the government.

Kerridge re appears, but is soon found battered to death in his flat. Morse thinks the murders are linked. Reece is ruled out after he is shot in the Master’s apartments at the College. The weapon is old, having been war office issue. When the head of Balarat is found, he too was killed by the same weapon. Drysdale comes back into the frame when it is realised he had war service and had had a weapon. Morse guesses that Drysdale isn’t in Rome and that he is settling scores before he dies. Morse sees Drysdale in the street and arrest him. Drysdale confesses to murdering Balarat and Reece, but tells Morse that Reece killed Kerridge. Drysdale had tried to strangle Kerridge but failed. Kerridge told Drysdale about Reeces underhand tricks. It was Reece that later killed Kerridge.
