This 2-story brick structure was erected in the 1830s. It features a plain, flat roof and a large molded cornice and transom above the main facade entrance. The northwest wing on the State Street side has a gable roof with four dormers. The Golden Fleece tavern was erected at this site in the 1730s and was also known as Battell's Tavern. The building hosted the meetings of revolutionary committees and served as a point of exchange for wartime communications. It was at this site that Delaware's delegates met and ratified the U.S. Constitution, making Delaware the first state. The Battell family possessed the property until 1830, when the present building was constructed. Known as the Parke Building or Capitol Hotel, the current building provided lodging while the courts and legislature were in session.
