We are assuming that it is an old school bell, given where it is displayed. It is in front of a school building on the north side of Blaine Street between Second and Third avenues.
The cast steel bell was manufactured by the C.S. Bell Company of Hillsboro Ohio. The name tells us that it was made anytime between 1894 and 1970. The C.S. Bell Company operated under various names between 1875 and the 1970s, when it ceased making bells.
Still in its yoke, which bears the maker's name, it is mounted atop a heavy wood tower about eight feet in height - perfect for portraits with the bell in the photo.
