It's hard to tell if this is an art-work or a bicycle tender The creative design appears near the parking garage at Palladio Folsom Mall, Folsom, California.
Bike tenders are in the form of a Viking ship with the "oars" buttressing the vertical section. There is also a nearby "bench" - not functional, but symbolic, and it too can serve as a bike tender.

There are several artistic bike tenders in this mall by the same artist, Phill Evans. They are very creative and compliment the many art pieces and works of kinetic sculptures near by .
The bike racks were installed in 2010 with the construction of the mall. This and several other art works in the area are by artist Phill Evans. His kinetic sculpture is in front of the Palladio 16 Cinemas is also a Waymark.
