An online search found very little information about this building other than that is was constructed in 1897/1898.
However, Wikipedia (visit link) has an article about Friedrich Schey of Koromla who had the Palais built. That article informs us:

"Friedrich Freiherr von Schey Koromla (* March 5 1815 in Güns ; † July 15 1881 in Lainz ) was an Austrian banker , wholesalers , landlords and patron . The Austrian economy he was one of the most influential people in the 1860s and 1870s.

Life

Friedrich Schey was the son of a wealthy Jewish proprietor of a trading house in Güns. In his hometown he attended high school and then studied law at the Lyceum in Sopron and 1831/1832 at the Vienna Polytechnic . In 1835 he worked at the banking house Wertheimstein in Vienna, but returned to Güns, where he joined the family business. In 1839 he married Emilie Landauer (1817-1840) and became a partner in the company of his father. After the death of his first wife Schey married in 1840 her sister Charlotte Landauer (1820-1842) and four years after her death, the Landauer-daughter Hermine (1822-1902). From this marriage comes his son, the legal scholar Josef Schey of Koromla (1853-1938).

Friedrich Schey went after the death of his father to Vienna, in 1854 Director of the Vöslauer worsted factory and founded the "Company Schey, kk priv wholesalers" who dealt in textiles and monetary affairs operation. He was a banker by Archduke Albrecht and was by this Contact Supplier of the imperial army . In 1857 he was one of the founders of the Vienna Commercial Academy and was its first president.

In 1859, he was with his uncle, Philip Schey (1798-1881), under the parole Edler and the predicate of Koromla ennobled ; In 1860 he received the citizenship of the city of Vienna.

From 1859 he was for two years the Board of Directors of the Lower Austrian Escompte Society , and was with a break in 1866, 1861-1869 Director of the Austrian National Bank .

He promoted the Vienna City Theatre , which he was president, the building of the Musikverein in Vienna , the Künstlerhaus Vienna , contributed to the financing of the Austro-Hungarian North Pole Expedition in, or the establishment of a number of monuments in Vienna.

Friedrich Schey of Koromla received in 1862 the Order of the Iron Crown III. Class and awards from Prussia, France, Russia, Brazil, Mexico and other countries."
