This Canadian Benchmark is stamped: Hydrographic Service Canada 9039542. Despite much searching, I was unable to find it listed in any online database. Nor could I find any Canadian benchmarks listed within 1km of the location of this benchmark.
The brass disk is located on the deck of the pier, approximately centered between the two large metal grates.
