The marker is in the 700 block of US Business 49, and can be seen best when driving eastward. It faces into a small park, and has the following text:
On this former plantation site June 20th, 1910, two cousins, Edward Chaffin Hornor and John Sidney Hornor, with infinite foresight, founded the town of West Helena. They built an electric railway connecting it with Helena and unusual for the time, also built a water plant and sewerage system which added impetus to future residential growth. West Helena was incorporated as a city June 15, 1917.
The location and construction of two railroads through the town provided a firm foundation for the City's industrial expansion.
