Throughout the history of Star Trek, the various television and movie productions have filmed at locations, predominantly in Southern California, to provide a broader scope and grandeur than can be achieved easily on a closed set. Even with the advent of CGI, location shoots have continued. According to Star Trek director David Livingston location shootings were always considered as "play days" or "picnics" by the crew and cast. ("New Life and New Civilizations", TNG Season 4 DVD special feature)
"Star Trek, The Next Generation" company was shooting a "location" in Ventura County. This was for the two-part episode, "Descent". It was a TV season 'clift-hanger' (end and beginning of a new next TV season) two part story. It was the episode where Data gets re-united with his crafty brother, Lore on an unknown planet. Lore has now established a new Borg collective with Borg individuals having emotions on his `own' planet. Lore has his own headquarters fortress there. That structure has a very distinctive `cylindrical' Borg look to it. The fortress was featured quite a bit in the exterior scenes.
This Brandeis-Bardin Institute institute was established to "celebrate Jewish Life in a spectacular natural setting". Two great men, Chief Justice of the US Supreme Court and a chief Rabbi established it in the 40's. This Jewish community offers prayer, counseling, summer camps, hiking, dancing, mediation, and concerts facilities. The building used as Lore's "Borg Fortress" is the majestic part of this serene institute.
