A nearby plaque calls it the 'Market Cross' and says that 'over time it was reduced to a stump', however several other sources do call it a whipping post:

Originally sited near All Saints' church at Newlands, it was resited in 1820 to the junction of the Haselbech and Harborough roads, then resited again in 1993 to its present location.
In my opinion it is most likely a whipping post rather than ancient stone cross. There does not appear to be any remnants of what may have been a cross atop the stone pillar, and the worn grooves at the base are quite likely from 100s of years of people kneeling in them to be whipped.
