The Bell Tower Building was constructed in 1886. The two-story brick building is topped by a small wooden tower with an open belfry. The building has large cornice, supported by heavy decorative brackets and a squat version of a Second Empire style roof.

The building was the first separate police station and jail in Cumberland. Over the years the building has been used for a variety of purposes, today it is used by the Chamber of Commerce.

The building was listed on the National Register of Historic Places in 1973.
