This monument was erected shortly after Hugh E. McConkey death in 1939 and was originally located at the northeast corner of the grounds of the City-County building at Chapline & 15th Streets. It was moved to its current location at the north end of Wheeling Island in 1956 when the old City-County Building was razed.

This light grey granite monument has a bas-relief of Hugh McConkey swinging a baseball bat. Below the relief is the following inscription:
