In de loop van 1923 werden in Europa en Noord-Amerika plannen gemaakt om te komen tot een radioverbinding tussen beide continenten. In Nederland leidde dit op 21 juni 1923 tot de oprichting van de Transatlantische Commissie die onder leiding stond van een Delftse hoogleraar. Men maakte gebruik van een speciaal gebouwde lampenzender met een vermogen van 500 Watt op een golflengte van 200 meter.
In de Noordwijkse Radioclub was een groep enthousiaste radioamateurs van mening dat het met een veel kortere golflengte, namelijk 100 meter ook zou moeten kunnen. Deze radioclub stond onder leiding van de Leidenaar Hendrik Johannes Jesse, zoon van de bekende archtect, die al in 1921 op 16-jarige leeftijd zijn eerste zender had gebouwd. Voor het bedienen van zijn zender gebruikte Jesse de zelfbedachte roepletters PCII ('pipsie dobbel aai'). In zijn ouderlijk huis aan de Rijnsburgerweg 35 bouwde OM Jesse voor zijn transatlantische proeven een zender die een vermogen van ca. 300 Watt kon leveren op 110 meter golflengte. En in de nacht van 26 op 27 december 1923 lukte het hem hiermee om een radioverbinding (QSO) te maken met U2AGB in Noord-Amerika. Hij was hiermee de derde Europeaan die dit lukte na G2KF op 8 december vanuit Londen en F8AB op 27 november vanuit Frankrijk.
Maar waar F8AB (Léon Deloy) door de Franse regering de hoge onderscheiding Légion d'honneur ten deel viel voor zijn prestatie wachtte Jesse een proces verbaal en een rechtszaak wegens clandestiene radio uitzendingen. Uiteindelijk werd Jesse in hoger beroep schuldig bevonden aan overtreding van de Telegraaf- en Telefoonwet, echter zonder strafoplegging.

In the course of 1923 plans were made in Europe and North America to establish a radio connection between both continents. On 21 June this led to the establishment in the Netherlands of the Transatlantic Commission led by a professor of the University of Delft. Use was made of a specially constructed tube transmitter capable of delivering 500 Watts on a wavelength of 200 meters.
At the Noordwijk radio club a group of enthusiastic radio amateurs was of the opinion that a much shorter wavelength should work as well. This radio club was led by Hendrik Johannes Jesse, son of a well-known Dutch architect. Already at the age of 16 he build his first radio transmitter in 1921 which he operated under the call sign PCII ('pipsie dobbel aai'). In his parental home at the Rijnsburgerweg 35 in Leiden OM Jesse build a transmitter for his transatlantic experiments. This transmitter had an input power of 300 Watts at 110 meters wavelength. And in the night of 26/27 December 1923 he managed a radio connection (QSO) with U2AGB in North America. He was the third European who accomplished this after G2KF from London on 8 December and F8AB on 27 November from France.
But where F8AB (Léon Deloy) was decorated with the Légion d'honneur, Jesse got a lawsuit for clandestinely operating a radio transmitter. On appeal he was condemned guilty, however without being sentenced.
