In 1965, the Bowmanville Rotary Club purchased the 17-acre property of an abandoned barley mill, using it as a drop-in centre. In 1973 they sold it to the city for $1 (in effect, a donation). The mill is now used as a visual arts centre, holding art exhibits and conducing classes for adults and children. The land surrounding the mill is a well-kept park, with outdoor artwork, seating, and attractive landscaping.
The 1905 date on the rock is the date the current brick mill was opened after the old wooden one had burnt down.
