In City Hall Cardiff mounted on the grand staircases to the right of the entrance hall, a maritime memorial plaque to Sir Edward James Reed.

On the other staircase is a matching maritime memorial plaque to Captain Scott of the Antarctic. sculpted by W. Wheatley Wagstaff.
As the two plaques are similar, Sir Edward may have been sculpted by Wagstaff. I can find no proof of this.

The staircase has ornate bronze balustrades, which lead to the reception rooms above, and the grand marble hall.

The bronze relief shows Sir Edward James Reed (1830 – 1906), KCB, FRS, he was a British naval architect, author, poet, politician, and railroad magnate in Florida. He was the Chief Constructor of the Royal Navy from 1863 until 1870. He was a Liberal politician who sat in the House of Commons from 1874 to 1906. Member of parliament for the coastal area and docks of Pembroke. At the next election in 1880 he was elected as member for city of Cardiff, including the coastal area and docks.
