The sculpture of a toga-draped woman, arm raised high with a palm frond, is the work of Robert S. Aitken. The Republic, was unveiled in 1904 by President Theodore Roosevelt, who succeeded McKinley after his assassination in 1901.

The sculpture can be seen in Google Street View.
