I have no idea if this equipment is in active use or left by the side of a rail line as junk. The rail sections they're sitting on are not connected to the mainline. In the pictures, you can see that there are a couple ties missing from the rails and there's no ballast stone. I don't know much about trains beyond enjoying the show as they go by.
