According to the topographic maps, this is Elm Spring Cemetery, and FindAGrave concurs. The nearby spring is Elm Spring (singular), but the cemetery sign says Elm Springs (plural). I'm guessing that the sign was simply made wrong. However, it cannot be as bad as this one!

According to FindAGrave, the latest burial was from 1997 -- making its status of Active versus Inactive uncertain. Although there were some graves without dates, the oldest recorded grave was from 1862.
