Long Beach is a very bike-friendly city and has installed many different varieties of bicycle tenders all over the city. This one, in the shape of a dog bone is especially appropriate as it stands in front of the Soggy Dog self-service dog was. The owner of Soggy Dog says that it is also used to tether a dog when a pet owner brings more than one animal at a time.
