Does the sign mean ducks that aren't moving very fast are crossing, or "Slow Down" we've got some small creatures that you need to notice?
It is a place where mama ducks, who have apparently hatched their eggs in some super-safe place, are now taking their offspring over to Patriot Park and the Little Pigeon River for their first swimming lessons.
