General Curtis volunteered for and joined the Union Army in 1861. He was a Captain in Coy G of the New York Infantry. He served in the Peninsula Campaign and was wounded at West Point, VA. He was promoted to Lt Col in 1862 and full Col in Jan 1863. He took command of X corps during the Siege of Petersburg. He was again promoted to Brevet Brigadier General due to his actions at the Battle of New Market Heights.

He received the Congressional Medal of Honor for his actions at Fort Fisher. His citation reads:

At the Second Battle of Fort Fisher: the first man to pass through the stockade, he personally led each assault on the traverses and was 4 times wounded.

After the war's end, Gen Curtis settled in Oswegatchie, now Ogdensburg, serving as Collector of Customs. He moved into state and federal politics, serving from 1884 to 1897 as a state representative and as a Senator.
