Warren Winslow served as the acting Governor of North Carolina in December 1854. He was elected to represent North Carolina's 3rd District in the United States House of Representatives, serving from 1855 to 1861.
His Civil War claim to fame is the fact that he negotiated the surrender to North Carolina, after it succeeded from the Union, of the United State Arsenal in Fayetteville.
As the marker mentions, his grave is very near this marker in Cross Creek Cemetery.
