This granite memorial is a multi-tiered monument. Included is a granite figure of a soldier holding his rifle on his right side, standing next to a granite inscription plaque. He is in Vietnam period battle gear, including helmet and a munitions belt, with a hand grenade. While he is holding his rifle on the ground, muzzle pointing up, with his right hand, his left hand is held behind his back. He looks straight ahead, with no emotion on his face.
While the memorial is named the PFC Richard D. Devine Jr. Memorial, there are two other names inscribed on the tablet. The main granite block tablet has the following inscription:
