When you look closely at the cow's markings you can suddenly see that they spell HOA (Heights of Abraham). She is therefore a very important figure as she is clearly visible from all around.
The Heights of Abraham are an old and popular tourist attraction consisting of caverns to explore, a cable car ride and interesting displays.
