The location of the flag used for this particular waymark -- i.e. the waymark's coordinates -- can be found on the very top of the Minceta Tower, a large round fort with a massive base and the highest point in the defensive outer walls surrounding the old city.
The flag's design consists of a plain white background surrounded by a thin yellow border, with a stylized red flag in its center in which the word "LI/BER/TAS" ("FREEDOM" in Latin) is inscribed in white once again. It is based on one of several flags used by the old Republic of Ragusa (1358–1808) of which Dubrovnik was its capital. The other -- slightly more official -- flag of the city has exactly the same background but with a drawing of Saint Blaise at its center... although the "Libertas" version is more commonly found around town -- especially within the city's old fortified section.
The word LIBERTAS comes from the city's motto "Non bene pro toto libertas venditur auro", which means "Liberty can not be sold for all the gold (in the world)". The flag rose to prominence at the onset of the Croatian War of Independence, especially during the siege of Dubrovnik in 1991-1992 when the fortified old section of the city defended its position despite constant shelling by the former Yugoslavian army -- an event which ultimately turned international opinion against the Serbs.
