This is the river gauge (German: Pegel) of Köln, Germany, Nordrhein-Westfalen. It's not a simple gauge. It's a 'clock'.

The gauge was built in 1901. It was destroyed by an air raid in 1943 and was re-built in its actual design in 1951.

You have to read it like a clock: the small clock hand indicates the meters and the large clock hand the decimeters.

The gauge is managed by the 'Wasser- und Schiffahrtsamt Köln'.

The highest water ever was 1926 with 10.69 meters.
The usual water height is 3.04 meters.
