This mosaic titled 'Pearl of the Pacific' is both a fountain (the 'Pearl') and a compass rose that surrounds it (the 'Pacific'). It was designed by James T. Hubbel of Julian, California assisted by architectural students from San Diego and sister cities Vladivostok, Russia, Tijuana, Mexico, and Yantai, China.
