The statue stands on a plain plinth and depicts Houseman standing on a rock apparently looking out over the Shropshire countryside. He's holding a shooting stick. It is located in the heart of the Bromsgrove Town Centre, surrounded on the day of the photo by market stalls (hence the band across the plaque). The information on te plaque is limited to name & dates.

From Wikipedia - A. E. Housman, was an English classical scholar and poet, best known to the general public for his cycle of poems |"A Shropshire Lad". Lyrical and almost epigrammatic in form, the poems' wistful evocation of doomed youth in the English countryside, in spare language and distinctive imagery, appealed strongly to late Victorian and Edwardian taste, and to many early 20th century English composers.
