This statue depicts a construction worker as a representative for all Norwegian workers.

This larger than life...perhaps 10 feet tall sculpture depicts a worker in his work clothes...bib jeans and carrying a jacket over one shoulder....perhaps just starting or ending his work day. He also carried a sledgehammer over his right shoulder as he appears to be walking forward.
The marble plinth is about 4 feet high and the front is engraved:
"TILEGNET ARBEIDERBEVEGELSENS PIONERER
FRIHET SOLIDARITET" which Google translates as:
"ACQUIRED labor movement PIONEERS
FREEDOM OF SOLIDARITY"
On the back another engraving reads:
"REIST AV LANDSORGANISASJONEN I NORGE" which Google translates as:
"ERECTED BY STATE ORGANIZATION IN NORWAY"
and a small plaque on the back reads:
"AVDUKET 1958
UTFORT AV
PER PALLE STorM"
which means:
"UNVEILED 1958
MADE BY PER PALLE STORM"
Storm (1910-1994) was a Danish/Norwegian sculptor.
