Description from the Smithsonian Institution Art Inventories Catalog:
A female nude stands holding a dove with outspread wings in both hands. The figure is standing on a round base lined with tiles, on top of a round, four-tiered running water fountain. The fountain is set in a circular pool lined with tiles.

This fountain has been recently updated as the above description does not match the current picture. It is currently located between the UT Medical School and the TMC library. The location might have changed as the building in the original picture does not match the background of the current location. The plaza is still named the Frank C. Webber Plaza
