This time capsule is located at the Hawkins County War Memorial next to the Hawkins County Courthouse on Main Street.

To the west of the Hawkins County Courthouse there is a bricked plaza leading up to this memorial. There is a central eternal flame with flat memorial stones in a semi-circle around it. There are landscaped flowers and shrubs along the sides. War veterans honored here are those for WWI, WWII, Korean War and the Vietnam War.
This time capsule is designated only by a bronze plaque flush with the ground bearing just the inscription of the dates:
