The highly visible, very red, public clock, stands on a traffic island, in a busy part of the not overly busy northern Thai provincial capital of Phechabun City.

The four faced clock was built to commemorate a local boy who made good. A gentleman by the name of "Kow-sai" (transliteration of his name), who won a world boxing tournament. There is a relief image of the boxer on the clock, and a detailed boxing biography (in Thai).
