The fantastic mansion Rose Hill was built by J. H. Baxter for the then-Mayor of Port Arthur R. H. Woodworth. Woodworth and his family lived in the home until 1946. In 1948 the Woodworth heirs have the house ans grounds to the City of Port Arthur to use as a meeting place for city civic clubs and tourist draw.

Rose Hill has two markers: a plaque-style state historic marker on a pole in the front yard and a smaller state historic medallion on the house. The medallion on the house reads as follows:

"J. H. Baxter of the Griffing Lumber Company built this residence in 1906 for R. H. Woodworth (d. 1923). Wide verandas extend beyond the impressive columned portico of the classical revival structure. Woodworth, a business and civic leader, and his wife Mary (d. 1946) hosted numerous social gatherings here in the early 20th century. Since 1947, the house has been in the care of the Department Club of Port Arthur."
