The Collier Tunnel Safety Rest Area is located on U.S. Hwy. 199 about three miles south of Oregon/California border. The rest area is located at the south end of the 1900-foot long Randolph Collier Tunnel which was completed in 1963. The tunnel and rest area were named for Randolph Collier who served in the California State Legislature for 38 years beginning in 1939 and pushed for the construction of the tunnel. The tunnel passes beneath Oregon Mountain and shortened the route by three miles and removed 128 turns and eliminated five switchback on the old route over Oregon Mountain. (
