The Cuthbert building is named for Franklin Cuthbert, operator of a furniture store that operated in this building at or shortly after it was completed in 1910. This two-story concrete building was constructed for the Big Bend Milling, which ultimately sold the land and building in 1920 to the Golden Rule Mercantile Company. Golden Rule was a successful department store during the 1920s and operated here until 1927 when the business and property was sold to J.C. Penney company. Penneys restored the building shortly after acquiring it, making the entrance a tiled vestibule and developing better window space. In 1945, Penney's sold the building as part of their plan to build a
new building on the other side of Sixth Street. The building was then leased to
J.J. Newberry, which operated here until moving to the Medford Center (Medford's first shopping mall) in the early 1960s.
