This dedicated bench is one of two located in front of the Crescent City Harbor Office. The plaque says the following:

IN LOVING MEMORY OF
JOHN W. WALLACE
SEPT. 12, 1924-FEB. 18, 1994
FISHERMAN-HARBOR COMMISSIONER

I could find no online information regarding John Wallace but what's on the plaque, which, incidentally, has a misspelling (Commissioner).
