The water tower is best visible from the US 70 Bypass on Hugo's south side. The center circle contains a circus elephant; the flags on either side state that Hugo is Circus City, USA
The designation is based on the fact that Hugo is the permanent winter home of three circuses. At times at least two others have also called it home. The circuses go on the road in the spring, summer, and early fall; they usually return in late October or early November. Activities throughout the year are dedicated to the circuses. One of those is the annual Christmas Parade which is the only one in the country where, weather permitting, Santa arrives on an elephant!
In conjunction with the circuses, Hugo is also the home of the Endangered Ark, a foundation dedicated to the breeding and preservation of elephants. Another popular tourist stop is Showman's Rest at Mt. Olivet Cemetery, just East of the water tower. It contains a section dedicated to deceased circus performers with headstones depicting their professions.
