This is the fifth county courthouse for Richland County. It was completed in 1968 by architectural firm Thomas G. Zaugg and Associates. The courthouse is constructed of brick and features pre-cast concrete arches that form a portico at the building’s front. The colonnade effect is continued around the building as a blind arcade. When the courthouse was first constructed it had round chandeliers hanging from the portico, which matched lights in the interior, but the chandeliers deteriorated and were later replaced by hanging lights. The building is built into the side of the hill, so from the north, or front façade, it looks like it has three stories, from the sides it looks like it has four and from the south it looks as if it has five stories.
