This sculpture is located on Mazatlan's malecon... a little north of Olas Altos beach.

This bronze sculpture depicts a young woman, somewhat larger than lifesized, leaning forward with outstretched arms as if about to greet someone. Her torso is bare but her waist is covered by a sheer garment that flows into a long and billowing train. The piece is set atop a cement rectangular plint about 8 feet tall which in turn is located on a raised stage along the malecon.
The plaque at the site reads:
