This is a memorial of a representative group of communists displaying their happiness over the North Vietnamese triumph over the western backed regime of South Vietnam at the conclusion of the Vietnam/American War. The specific day being: 30th April 1975. It is situated in the grounds of the Ho Chi Minh Campaign Museum, in central Ho Chi Minh City.

This victory was the result of decades of war and conflict. The day is a national holiday in modern Vietnam, and known as "Reunification Day". As would be expected, this is not universally so regarded, and Vietnamese refugees, and their descendants know this day as "National Hatred Day", or words to that effect. Be that as it may, on this day Saigon fell, the communist government of north Vietnam unified the country and instituted its new economic and social policies. A dramatic political revolution.

There are a number of similar memorials in the city, though this is the best example I came across.
