This "You Are Here" map is on the Fish Lake Hightop Trailhead marker along the Fish Lake Hightop Plateau that overlooks Fish Lake, in Sevier County, Utah.

This trailhead is at an interesting location. It is at the end of both a hiking trail up Pelican Canyon, and an ATV trail past Hancock Springs to the south. From here to the highpoint of the plateau, it's pretty much a bushwack and boulder hopping up to the summit. I would think that the ATV trail is used more for recreating and hunting in this area, than it is to access the county highpoint.
