A free-standing four faced clock with Rotary insignia clock faces was reconstructed in 1990 by the local Rotary Club as a 50th anniversary project and dedicated to the citizens of Newark and the University of Delaware, whose main campus is located in Newark. The sidewalk side of the clock has two plaques containing the dedication and the Rotary's 4-Way Test.
The upper plaque is inscribed:
