Per the Oregon State Library website, "The Oregon State Library is composed of three divisions: Library Development (LD), Government Research Services (GRS), and Talking Book and Braille Services (TBABS). Together, these three divisions strive to fulfill the Oregon State Library's mission to: provide quality information to Oregon state government, provide reading materials to blind and print-disabled Oregonians, and to provide leadership, grants, and other assistance to improve library service to all Oregonians."

Among the library's holdings is the historic photograph collection, which contains "several thousand glass plate negatives and prints collected from the Trover Photo Studios, from individual donors, and from the Work Projects Administration (WPA Series 4 : Oregon counties)" (per link above).

The library also contains the Oregon Documents Repository, which contains state government documents. Additionally, the library contains a Genealogical Resource Center, providing written materials and access to online resources in cooperation with the Willamette Valley Genealogical Society.

Dedicated in 1939, the building stands on the west side of the Capitol Mall, the first building constructed on the mall after the current Capitol building. It was designed by the Portland architectural firm Whitehouse & Church and is constructed of white Georgia marble.
