This Tennessee historical marker is located across the street of the Hard Rock Cafe, Nashville, TN in downtown Nashville. It is posted along the curb near 111 Broadway, Nashville, TN and is about a block away from the Riverwalk, and a block awayh from the Shelby Street Bridge.
The plaque reads the same on both sides. It says:

Sampson W. Keeble
Sampson W. Keeble, barber, businessman, and civic leader, became the first African-American to serve in the Tennessee General Assembly. Serving from 1873 to 1875, Keeble was appointed to the House Military Affairs Committee. After service in the legislature, he was elected magistrate in Davidson County and served from 1877 to 1882.
Tennessee Historical Commission."
