This Museum is located to the north west of Hanoi city, and can only be reached by some form of private transportation. The Museum was opened on January 25th, 2011 after 3 years of construction at a cost of 20 billion Dong (~US$1 million).
The museum displays a collection of weapons from the stone age through the to Vietnam War (or the American War, as it is known in Vietnam).
Unfortunately, I visited on a Monday, when the Museum is closed. All reports that I have read recommend a visit. I am unsure of the cost (there are several I was told for different nationalities), also the hours of operation will change as the Museum becomes more popular. I could not find a website. Waymark made at main entrance.
